My boyfriend is in the marine corps and is at parris island boot camp right now. His parents refuse to pay for car insurance so he never got his license. When he gets out of boot camp he need to get insurance so he can come visit me in college. I hear that car insurance is like $1000 a month...which will pretty much be his entire pay check... I don't know what we can do about this situation. I'm afraid he'll never be able to visit me unless he takes a plane each time. Any advice?

It mainly depends on what kinda car you have because if you have a "race car" then it jacks up the prices or if the car is a certain color that they consider race car colors..and his age is a main factor as well because hes so young it might be a little higher but not by much. My 23 year old fiance pays about 220 dollars a month for his auto insurance. He gets a discount for being common-law with me. That was an awesome deal, though. Most quotes we were getting were somewhere in the realm of $300 a month. It's expensive, but it's a lot cheaper than flying all the time!
Otherwise, you can always look into Greyhound. They offer military discounts and bulk purchase discounts as well.
Here's a website where you can look up the average car insurance rate by state. Your figures are incorrect: whoever's been giving them to you is wayyyy mistaken.
Actually, I just looked it up and the average cost of auto insurance in the United States was $1,830 a YEAR in 2008.
Unless your boyfriend has been mowing down pedestrians at an alarming rate, then his insurance should be somewhere within a thousand dollars of this amount.
