My best friend has been kicked out of her apartment twice now coz she has been caught with her roommates stuff. I just found out a while ago and I was trying to contact her but her cell is off and she is not responding to my e-mails. I'm really worried about her, she is suffering some family problem and I suspect she has an OCD. Her boyfriend is no help either. He just won't talk to us and her parents seems not to care.

Try to talk to everyone you know that knows her, if they haven't seen or heard from her for 48 hours, you should tell the parents and say you are going to the police and ask what they think is best. I wouldn't tell the boyfriend you are going to the police, since her boyfriend seems sketchy. If she has a pattern of running away or not talking to people for awhile then maybe you should wait a little longer. But if this is abnormal behavior for her, defineitly consider going to the police. Better safe then sorry!
