what does it mean when a guy keeps making excuses not to touch you?

what does it mean when a guy says he loves u, but jacks off while laying beside you in bed? just because he seen a pretty waitress when you are able and have been waiting for him to touch you for weeks? and he keeps making excuses not to touch you? I am female and only 41 years old

Ask him. Seriously, he is the only one who can answer your question. Just tell him like you told us. I've been waiting for you to touch me and you take matters into your own hands. Whats up with that?
