No, they are not the same thing.
'Cum' contains sperm and is released at the point of ejaculation.
The wetness you get when you are turned on is your body preparing itself for sex. In order for the penis to enter smoothly, the vagina needs to be lubricated. So when your body senses arousal, it releases a natural lubricant to allow this to happen. You do not need to orgasm for this to happen.
Some females do release liquid at the point of orgasm but this is still different from that released by males for the simple reason that women cannot produce sperm. ]
They're completely different. Both normal. One is a result of being aroused, one is caused by orgasm.
