If it really bothers you, you can shave it or wax it off. Hair growing back darker and thicker is a myth. When you shave hair the blade cuts the hair in a certain way so it grows back with a blunt edge on the top and not a point, sometimes giving the illusion of fuller or darker hair.

Everyone is different and it's normal for some hair to be darker. It's a bad idea to shave it as you're right, the hair will grow back with blunt edges, making it appear thicker and darker. The best thing to do is to bleach the hair as this will make it a lot less noticeable. You can get this done professionally at a beauty salon or with a DIY kit at home.
