why does cold water make hair shiny

I heard a rumor so I tried it and it works! So why does cold water make hair shiny anyway? Is it only the water in certain places? or does that even matter?

Im not quite sure but im thinking that it would be becuause it has no moisture, with hot water your hair isnt shiny right? hot water has steam which makes your hair not shiny!
