Let me tell you now that you DO NOT want to get pierced by ANYWHERE that is willing to pierce you without ID.
This is one area of the body you do not want to mess around with. A botched job could cause you no end of problems - infection, scarring, loss of sensitivity to name but a few.

I got my belly button pierced when I was fourteen, and I had to go to the DMV and get proof of identification. I had my mom with me when I went too. More than likely you won't be able to get this done until you are 18 or older.

There are places out there that probably don't require ID or signing but the chances of that they probably don't have sterilized needles and this is where you need to be careful. Many people who chance piercings without going to a professional end up with complications such as puncture vain, Infections and unsterilized needles can lead to STD and god knows what else.
