Depends on what you mean by fixed.
If you mean he has had a vasectomy which cuts off the tube that provides the sperm, then yes he would still have a orgasm, but it would not have sperm in it. He would still get aroused and will want to enjoy sex. If he gets "fixed" like a dog, and gets castrated, then no he won't come and he won't be able to have an orgasm, and he won't get aroused.
