You can strengthen your thighs by doing squats and lunges, but to lose fat from them you need the cardio. Running uphill or on an incline on a treadmill, eliptical, etc. will help tone your legs as well. Swimming is cardio and tones at the same time. Try to mix it up so you wont get bored and you can work your body in different ways.
