General penis questions

So I would prefer guys to answer, but girls if you know what you're talking about then go for it.

So I have a couple of questions. So when I'm giving a handjob, I can never tell if the guy comes/has an orgasm and I don't want to flat out ask. Usually there is something wet and sticky that comes out, but it doesn't seem like that much..so is this "pre-cum" or did he actually have an orgasm? I can't tell and I feel like it's not and that I'm doing something wrong. If I am, can you give me any advice?

Usually a little bit after, his penis does go soft. Does this mean he did, or do they just go soft after a while? In a different context, he said his boner will just go away on its own after a little bit. Is that normal? But also sometimes it seems like its still hard after that small amount of wet sticky stuff comes out.

If only a little comes out then it is only pre cum. When a lot comes out in multiple squirts that is when a guy fully cums or orgasms. So if he pre cums then keep going for awhile longer. He should cum fully, and yes, he should at least give you a courtesy "i'm cumming" kinda thing. Or just flat out ask him how long it normally takes him to cum, don't be nervous about these kinds of things. Hope I helped.

but to answer the question
males can pre-ejaculate semen (the pre-cum)
or can ejaculate/ orgasm (cum)

the amount depends if he had sex before you gave him the handjob due is low on sperm. If he does soft or limp it could mean he has orgasm or is just tired of just a hand job and wants to penetrate you.
medical wise get his to talk to a doctor to cheack his heart is ok and that his prostate is ok i wont go into details but medical wise its important for him to see a doctor... and no offense but dont have many sexual partners giving out handjobs can leave you open (no punt intended) for stds.

okay if he was going to cum, he would probably say "im cumming" for courtesy so youre aware and usually you feel him get harder and his balls get harder and then a lot comes out. if only a little comes out, its pre-cum. if there are multiple squirts, its an orgasm. if a little comes out, but not a lot, keep going longer. also try using a lubricant. and a guys penis does go soft after you stop stimulating it. it should still be hard after pre cum comes out, because he hasnt orgasmed yet. hope i helped! inbox me if you have more questions.
