if youre for sure he is doin this, next time hes doin it just be like 'ummm... HI ?' make him feel uncomfortable about it.
if you cant control this you really really really should tell someone about it. teacher, mom, sister, brother, some adult. i wish i told someone about things that happened with my dad and i regret not doin it completely now.

mmaybe before you do anything embarasinggg make sure that is actually what he is doing. sometimes dads just do that without even realzing it or meeaning to be creepy. but if your sure then maybe tryyy covereing up more? just around him.
if he doesnt stop then you should ask someone in your family for help(mom, sister, brother?) if not then the very last resort would be to talk to him. but be careful because this could very easily ruin your relationship with your dad.
