I think it means that with your friends you should have no trust issues so it shouldn't be a problem giving them more freedom around you but with your enemies you have to be more careful so you should keep them closer to see what's going to happen.

Like, if you're in a situation where there's something to be won or gained, then a lot of people use that quote.
It means that you are good with your friends, but you try to pretend to be friends with your enemies so that you can get closer to gaining that thing or winning the situation.

Everyone is gonna have a different definition for what this means for them, but for me, it basically means that keep your friends close, because you know they won't betray you or hurt you and you trust them, but keep your enemies even CLOSER so you can keep an eye on them because you don't trust them and they could potentially hurt you. yuh know ? hahaa. I hope that made sense, because it did in my head .. :]

to me it means like keep your friends close but keep your enemies closer so they wont hurt you.. if youre nice to them they wont have a reason to screw things up for you so its better not to show you have grudges with people.. it will make life a hell of a lot easier haha trust me. this is what i do and its been working lately :)
