Ever since I've had surgery... It was on both feet, to fix my flat feet. They took a chip out of my hip, stuck it in my foot, stretched my foot and stretched my lower leg. Now, ever since I've had the surgery, when I walk & run, my thighs turn red & burn

It's possible that this is just a negative side effect of you surgery depending on how long ago it was, Because when I had foot surgery I couldn't run on it for two months, and then when I did start running my calf muscles hurt badly. If your injury is like this then It should wear off after your legs have gotten used to regular excercise.
Other than that, I think the best option for you is to go an visit your doctor, because if this is something more serious than just a side effect he/she will tell you what is wrong and what is needed to be done.

put some ice on it if it hurts.
it could be normal.
just get it checked.
