how I can dress like the girls on seventeen and teen vogue and celebrities for cheap. just really cute stuff for not a lot of money.

A lot of stores have cute clothes for a lot less.
My favorite place is Charlotte Russe they have a lot of great tops for just a few bucks. As far as pants Kohls has nice pants sales around this time of year.

You can go to the stores like the columnists suggested below, but it's not all about where you shop. You have to know how to use what you've got.
When you go shopping, buy things that you can wear with more than one different thing. For example:
Buy a cute sundress that you can wear in the summer with flip flops, that you can dress down with leggings and a cardigan in the winter. Get what I mean?
Learn how to mix and match the articles of clothing that you already have, and you'll go much farther than strictly shopping for individual pieces :)

There are a lot of stores you can shop at that have cheap clothes, but that are good quality & really cute!
Wet Seal, Forever 21, and H&M are really good stores. They almost always have a sale, and their stuff is really cute. You can also try American Eagle, or Aeropastle. :) Their stuff is cute too, and really not that expensive.
If you don't mind shopping at a thrift store, there are places like Plato's Closet or Out Of The Closet that sell stuff. I'm pretty sure if you have one of those near you that you're bound to find something you like. :)

Plato's Closet is good, but what's even better and cheaper than that is Salvation Army and Value World.
Both of them offer brand-name and designer clothes for like.. less than $5 each item.

My first suggestion is Plato's Closet, it has amzing clothes for amazing prices ! They also dress up the dolls at the stores, so you can always get ideas off of them. & you will be able to get so much stuff for a price that is worth it all. ex. Shirts can go down as low as 5 dollars, and it only has name brand stuff that was gently used, and you can also sell clothes there for money !
Mt second suggestion is Forever 21. They always have sales on amazing things. I really like it, and that's why i'm reccomending it. The clothes they have are always the newest styles.
