How do i do a 'misty' effect on a photo?

most of the photos have this 'misty' and not completely clear and sharp effect... please tell me what photo editing program i should use to get this misty and not completely clear or sharp effect.
i have photoshop cs2 and i use picnik sometimes..

it depends if she changes her profile picture
well most pictures are more colorful then that, but do you see the misty effect thats not sharp?

try adobe photoshop. - i don't know how to do it personally, but you can always google it.
or even macromedia fireworks. try using the "smudge" tool

I think it's the coloring effect that makes it look like that.

For example, open a picture in Photoshop, start a new layer above that. Fill that layer with this color #003763 then set that layer to exclusion. Obviously, it's not the same coloring as your friend's picture (try different colors for different effects) but the blending does give it that haziness you're looking for.

You can try the soften effect on picnik and adjust it so it isnt too blurry but not clear and sharp either
edit-also ortonish on picnik or maybe if your photoshop has a de-noise type thing
