Well, 34C is kinda big for a 13 year old. But, it's a good size. I'm 16 and have 36C. So it's kinda big for her. But she'll grow into them.

thats a GREAT size for someone her age. if not, too great. im 16 and only 34/A. so im 3 years older and 2 sizes smaller.
everyones body is different. she should be happy that she was gifted with great boobs. and if shes worried they might be too big, tell her to wear a training bra instead of a real one.

Well, there's not really a 'good size' for a girl that young, because there's a large range of sizes that girls that age have, from A's to DD's.
So, from previous expierence in my, uh, 'growing procces'[?] Yes, that's a pretty good size for her age, and she should be happy with that size.
Let her now that there are other girls who have chest sizes way out of poportion or really smalls ones, and also reasure her that you're content with her chest size.
It'll make her feel better in the long run.
