My girlfriend and i are 13 and we talk about me looking at her boobs and her friend said if she lets u look at them she might let u feel them how should i make the move on her

Feeling and touching are 2 completely different things.
You're only 13 so don't rush into things like that. When the time is right, you two will be coomfortable enough to talk each other through that stuff. Don't just randomly "make the move on her" because she might not be ready and it can ruin your relationship.

You both are a little too young for that.
But when you guys are kissing just slowly move your hands to her boobs. If she wants you to feel her then she will. If she moves away then don't. She isn't ready. If she moves away don't push her. When she's ready you'll know. Only do this when alone with her. Don't do it infront of people.

first of all, you both are a little young, but you want suggestions so here they are.
while having your arm around her, reach with your hand just that little bit lower so you can feel them,
when making out, slowly go from where your hands usually are to her boobs, if she is comfortable, she will let you go ahead, if she isn't, she will stop you, and you should not push her.
or simply, just ask to feel them, again, if she is ready for you to touch her, and wants to take that next step, she will let you.
all of these while you are alone with her of course.
