I can't spell it correctly but phonetically it's PEAR-RONE-EES Disease. All it really means is that at one time or another he was beaned in the groin or injured his penis (think sports).
Because of him not telling anyone it now curves upwards when erect. It's not a problem unless he can't have intercourse due to severe curve. That's all it is and lots of boys, men have it. Very common to say the least in males. If he can't have intercourse he'll need to see a urologist.
The reason it curves like this is because scar tissue didn't heal properly from injuring the penis. That's why they refer to it as a disease or ailment.

Yeah it is normal. You'd be really surprised how many times a guys penis is like this. I wouldnt say anything though, he may get upset
