In many places, people have been forced to abandon their homes because the area will soon be flooded. When an area adopts a "Hold the Line" policy, it means that they basically are not going to give up yet. They will try to maintain or upgrade the level of protection provided by existing coastal defenses. They try to build different structures to protect the coastline from being destroyed.
