Has your father paid to support you? If not, that is probably why he won't sign. He doesn't want to be legally responsible for you and perhaps end up being responsible for backed child support. You don't say where he lives. Does he live in Ireland? If he does, then he may fear having to sponsor you when you get to Ireland.
I'm not sure how the law works in Ireland or your country (don't know where you're from), but this situation calls for a lawyer. My guess is he is avoiding his responsibilities. ]
Here are your two options
1. Accept the fact that your father is not going to sign your birth certificate.
2. Do not accept it, and see what your legal rights are. Perhaps you have some standing to try to prove he is your father through a paternity test. ]
