My mom can't urinate and is pregnant. What is it and should she seek help?

My mom is pregnant with a boy (her first boy). She's 36 weeks pregnant now. She's having some really hard problems today and I thought I'd post it on Advicenators to see if someone could help her cope or tell her what is going on.
She says that her vagina hurts a lot and almost feels like it's on fire. This pain is causing her to be unable to pee on her own. My mom said it hurts so much that she feels like she just can't let go of the muscles to go pee. She simply cannot relax.
The more she tries to go, the more it hurts. She says it's not like a UTI (Urinary Tract Infection) as she's had them before. There isn't anything to cause the burning like a UTI because she cannot even start.
The only way she has been able to go pee is by filling the bathtub up with warm to hot water, sitting it it, and then going. She says that the warm-hot water takes away the pain.
She doesn't know if this is normal since she's pregnant with a boy this time around or if it's pain associated with her age (late 30s). She's 36 weeks pregnant, her doctor is out of town, and it's Saturday so she cannot just head over to the doctor's office since they're closed for the day.
I am trying to convince her to go to the ER (Emergency Room) but she is afraid that this might be normal and she'll rack up medical bills for nothing.
Can anyone shed some light on what is happening? If this is as serious as I would take it, could someone please tell me how to convince her to seek emergency care?
I just wanted to add that no 2 pregnancies are alike, however the sex of the child has absolutely nothing to do with it.

call the doctor. They have message services 27/7.
If her doctor is away, they will call whoever is taking your moms doctors patients while he is away.
Always call if something isn't right. Believe me,

But nobody on this site can diagnose anything at all, so she really should see a doctor. She is so far along in her pregnancy, and it is very important for her to monitor her health and the health of the baby. To convince her to go to the emergency room, tell her that any decision she makes might affect the baby- his health is the most important concern. They should be able to refer her to a temporary gynecologist. If not, she should see if there is another gynecologist in the same building as her own that could see her instead. There should be someone who is there to deal with emergencies and other concerns.
Anyway, there is a website that has a list of abnormal pregnancy symptoms- painful urination is one of them. She has to talk to a doctor, as this is something that is not a normal symptom of pregnancy.
