Toning exercises, curl ups being one of them, only help you strengthen and define your muscles (toning them, tightening them, etc.) While muscle does have a tendancy to burn more calories, it does not burn enough calories to burn those fat cells.
So if you have excess fat around your stomach, you need to burn them off by doing cardiovascular exercises or aerobic workouts.
Anyone can have gorgeous abs but it doesn't mean that everyone's gorgeous abs show.
Think of it this way: your ab is a present and your fat is a wrapping paper. You can't see the present until you get rid of that wrapping paper.
So to answer your questions.
1. You can't see your abs and toned muscles unless you get rid of that fat that's surrounding it first.
2. No, and even if you do, it will be a very insignificant amount.
3. It takes your body 30min of continuous exercise to start burning stored fat. Curl ups will tone your muscles but will pretty much do squat to remove your fat. ]
Situps will burn calories, and they will help lose weight, but the weight loss could be from any part of your body. There's no way to choose where you lose fat; it's genetic. Situps will not specifically burn stomach fat.
Situps are guaranteed to increase your abdominal muscles, though. If you're burning more calories than you eat, the fat will go away and be replaced by muscles. If, however, you're eating more calories than you burn, the fat will stay there and you'll be building muscle; you'll get bigger.
It's therefore best to exercise all of your muscles equally. ]
