DEB and Macy's have relatively inexpensive dresses but they're still really nice. Even full price you'll pay about sixty dollars at most at Deb, and maybe upwards of $80 at Macy's.

Don't worry about your shoes too much. Most people take them off soon after the dance starts, and even if you don't, it'll be really dark. Borrow a pair from a friend/aunt/your mom, or get an inexpensive pair from Payless or DSW. I don't see a need to pay a lot for shoes. Especially for homecoming, if you want to splurge wait for prom to do that! =]

Silver/white gold jewelry matches just about any color. It actually matters more if jewelry matches your skintone in most cases. Hairstyles for homecoming are more casual, not many people get formal updos.

It would be cute if you and your boyfriend matched. If he's wearing a tie, coordinate that with your dress, otherwise just match his shirt with your dress color[s].

Have fun at your dance!

I would check out Dillards...they usually have shorter dresses for homecoming, JC Penney also carries a really nice selection.
