Ignorance is bliss means that people are content when they are shielded from the truth. They are happier not knowing the truth because the truth can be too hard to handle.

For example, people who wear fur hardly ever think about the ways that fur is obtained. It's just clothing. They don't know that animals are skinned alive and left to die like that, just so you can have a fur collar on your winter jacket. These people are happier not knowing, and finally knowing the truth is too disturbing to them.

To me, it means that sometimes it's better to not know something. It's like if someone tells you something disturbing about one of your friends, and you would rather not know it, then ignorance would be bliss in that situation.

And the second quote means that a lot of people are ignorant, which is not necessarily stupid, but really just means that they don't know anything.

I think it kinda coincides with "What you don't know won't hurt you."

"Ignorance is bliss" means that people feel better if they don't know much about a topic. I guess the other quote is implying that everyone is ignorant, but I'm not entirely sure.
