Point is, you can't target a particular area of your body to lose weight from. All you can do is reduce your calorie-intake, increase your calorie-expenditure by increasing your exercise and let your body do the rest.
Exercise won't reduce fat from your thighs. In fact, if you over exercise your thighs without taking care to stretch your thigh muscles afterwards, your thighs will actually increase in size. [ orphans's advice column | Ask orphans A Question ]
