Flirting is just something we all do. Normally I flirt with every girl I talk to- not inappropriately - and that doesn't mean I like them, it just means that I like flirting.
Though I'll never flirt with someone I can't stand.. that would be giving the wrong impression.

If they are just trying to manipulate the other person (for example, they might think "if I flirt enough with him, he might do my homework for me!") or if they're drunk or something.
