It could be the start of a UTI, yes. Or perhaps you have small cuts down there for some reason - maybe from him being a little rough?
Do you have any other noticeable symptoms at all?
Frequent need to urinate, pain/burning when urinating, fever, cloudy urine, blood in urine... They all point to some form of bladder infection. Sometimes, people don't get symptoms, though.
So I urge you to go to a doctor if it doesn't go away within 3 days, as you may need antibiotics.
What you don't want to do is leave it (if it is a UTI), because it can spread to your kidneys making you very sick.
If it is a UTI, don't worry because they're very common - especially amongst girls and women who are just becoming sexually active.
If there's a next time, make sure he has clean hands and don't be afraid to tell him if he's being too rough. ]
Hey girl! I'm 19/f. Been there, done that! So.. he may or may not have "popped your cherry" but one thing you should know.. this does not mean he de-virginized you, and it is certainly nothing to worry about.
About the pain you are having when you pee.. Don't stress just yet. This happens a lot of the time because when a guy fingers you, it's most likely he didn't wash his hands before he did it. (I'm just assuming.) SO it might be a minor UTI, but even if, it's no biggie. Girls are very prone to this. So just drink a lot of cranberry juice, and be very careful not to irritate it anymore for a little while.
Don't worry too much! It'll all be fine, I promise!!

It might be. The best idea is to go to a gyno though. You can never be too safe with your vagina. ]
