I don't think it's an actual phrase.
Like the person below me said, it could mean anything. As in being cold or something of the sort.
As far as being high goes; If you inhale dangerous drugs, then you become numb, and sometimes you literally can't feel your face.

It depends on the context. It very well could mean they are high, but maybe their face is cold. I don't believe there is an actual 'meaning'... unless I'm missing something. I hope that was the answer you were looking for.
