if you have sex with your underwear on, is it still counted as sex? or does it really just count on what you think is sex or not?

If the penis went inside the vagina then it is sex anything else is considered foreplay..

Sex can be one of 3 things.
Vaginal Penetration, AKA penis enters vagina.
Oral sex. Either guy eats out girl or girl gives head. (google if you require further details)
Anal Sex. Exactly what it says, butt sex. (once again, google if details are needed).
So, if you had underwear on then I don't think it would be possible to have been penetrated vaginally.
