Photoshop? Picture Editing?

I have Picasa 2, but I see pictures that my friends have that are really neat! (For example, there is a certain, perfect, spot in the picture with color and the rest is black and white, or everything is one color and their eyes are like a sparkly blue, etc.) Is there a FREE photoshop out there online that can do really cool stuff? Or what is a cheap (like under $50 maybe?) program I can buy that can do things like that?

I know the real GOOD Photoshop is like 600 buckaroos..
right?

You can do things similar things with cheaper programs. (Paint Shop Pro?) It's usually just using a selection tool, options for changing color, and a blur/dodge/burn tool.

Experiment with what you have.

To make it a different color, just use a semi-transparent paintbrush.

You might also like paint.net. It's easier to use than the GIMP, but it has less features:

You can try Gimp. It's free. May not have all the features you want but it's pretty good.
