What you're doing is basically 'dry humping', the name is self explanatory. This is perfectly normal, and it's a much safer, cleaner, and condom-free method of having fun and still getting that 'rush' of excitement. What you want to know is how to achieve 'foreplay'.
Onto the tips:

Helpful things to do would be to experiment with different positions (ie, sideways, different people on top/ on the bottom, ect.). Generally with this one, the closer together you are, the better it feels.
