For girls, masturbating and fingering are the same thing. They both mean touching the vagina sexually.
Masturbating implies doing it to yourself, but you can say that someone masturbated someone else. Fingering usually implies someone else doing it to you, but you can say that you fingered yourself.
(Boys can't finger themselves. There are a lot of different terms for people sexually touching their penises)
