A few months isn't long at all, but it doesn't really matter how long you've been with him for, because he will say it when he's ready and when he means it.
It's impossible to say when he will say it - IF he will at all.
Remember, telling someone you love them for the first time is rather scary.
Don't feel like you're doing anything wrong because he hasn't said it. It's quite a big step to take.

guys have big egos he wont say it till he knows he mean it. he might be waiting on you to say it. you have to wait for it you can rush him. if you say it first you might freak him out a little. give him time i know he will say it. to be honest he mgiht not feel it though that could be a reason he aint saying it yet
