how do i make my own web site for advice giving

can someone please tell me how to create my own web site without having to pay anything.i want a web site where i can give advice to people who ask me questions.

EDIT: So why the one? Geocities makes free websites too. Maybe if you read the entire answer you'd get more out of it.
