Do you really need to put the "?
I've been doing links (and img and embeds) without them all these years, and have yet to have a problem... Well once when I needed to add extra options. Other than that, is it that important?

Most browsers will render it properly if you don't, but it's best to include them for the small number of people who use very old browsers. Also, you must include them if there is a space in the thing you put ""s around. <img title=advice column>, for example will not work the way you want it to, and will behave unexpectedly. Also, be careful to include both ""s if you use them, just one will seriously mess things up.
