They use speech trainers to mask an accent. It takes time practice and patients. It is just like training to use an accent as well. The guy's name is Hugh Laurie. He is from Oxford, England. So, yes I am assuming he would have a British accent.
If you are wanting to create yourself as having an accent, I would suggest finding the self help audios that allow you to learn a second language, like French, Spanish, or German. They give you the pronunciation for a given word using their form of dialect. It would also teach you how to use their accents. It may work. Good Luck!!
