Is there any difference between how a skirt fits on the waist and how pants fit? Because I can fit into size 2 for skirts, but need to go up to a size 4 or 6 for pants (American Eagle). AND, I measured my waist the other day and got 28 inches, but how do I fit into a size 2 which is supposed to fit a 24.5-25.5 inch waist? This makes no sense to me.

You could buy something in a 3/4 and it would fit just fine, then go and buy something else and the fit may be too big or too small. It just depends on certain clothing companies.
