What do they want?
1) This guy in most of my classes.
We talk a lot, always say hey when we see eachother around school. Today I had to stay behind and talk to the teacher, and he waited the 10 minutes for me, although all of his friends went off.
He's fun to hang around with, and he's never mean, always nice to me.
Nice, Flirty, or something else?
2) One of #1's friends. We flirt a lot..talk quite often and so on.

To be honest with you we can't tell. The only way you will know is if you confront him about this. He could just being nice and staying behind to talk with you. Then again he could be hoping you sense he likes you through his behavior.
If he is your #1 friend the behavior is probably but not necessarily typical for him. If you want to see if he likes you or explore a possible relationship just talk to him. At this point you have known each other for ages so it would never ruin your friendship if you addressed it.
