That is a thoughtful gift; pictures really bring back memories. Really, the idea of having to get someone a big, expensive gift for Christmas is really unfair. Nothing is too little, but lots of things are too big or too much. A gift from the heart means more than anything else. Even if you were to make her something, or take her somewhere (instead of buying something), or anything really, it would still be fine, since you are her friend...it's the friendship that counts, not the gift. It's not so much what you give someone as it is the thought and effort you put into it especially for them.
