I just got my dog treated for allergies and the vet put her on chlorpheniramine (twice a day 2 tablets). Now she is throwing up blood mixed in her salava. Is this a side affect? She also was tested positive for heart worms and they put her on Tri-Heart 51 to treat new worms forming.

Throwing up blood is never good, human or animal, and it's never a good sign. It sounds like something is severely wrong, and you need to take her to the doctor. Call your vet's emergency after hours number, if they are closed now, or find your nearest 24 hour emergency animal hospital, and call them right away.
If there is ever a time where your dog is vomiting blood, that is the time to take your dog to the vet ASAP.
A dog throwing up blood is a serious problem, just like if a person did it.
Imagine it like this:
If YOU suddenly started throwing up blood... how long would it take you to go to the doctor? By my estimation... not very long.
With this in mind, please take care of your puppy right away.
