is there any way you can check someones myspace bulletins if your not their friend? i need an answer realllly soon! thanks so much

No, you can't. Normally, if someone links you to a bulletin by someone who isn't on your friends list, it will take you directly to the home page.
For now, if you need to see someones bulletin, ask someone to send you it.
Perhaps it will be something you can do in the future, as MySpace is changing all the time. :)
