I wax my eyebrows! =D
Except, I have tan skin…and where I wax its really white and noticeable..
And I don’t want to cover it up with my eyeshadow…
Soo im wondering what to use.
A concealer? Some sort of foundation? …a bronzer…?

Use your foundation to cover it up. You don't need anything fancy. Use liquid foundation for good coverage. You could always put a light shimmery eyeshadow on top to blend with whenever you're wearing eyeshadow.
A concealer might be too light and chalky, depends on the shade and what type, but possibly try this too to see what results you like more. Either liquid or stick. Since I don't use concealer, I can't help you out with what brand is good.
I used very little liquid foundation and a bit of powder to hold it.
