well, as other people have said, it's generally a white tank top (guys wear them as undershirts sometimes) and they are made for girls in cute colors and stuff. but the reason that they are called wife beaters is that... without being offensive to anybody, let's just picture a guy who lives in a trailer park and beats his wife. what kind of shirt does he wear? that ratty old white tank top with a stain on it. so that's why it's called a wifebeater :) there are really cute ones for girls at delia's.

basically ribbed tank tops, with about 1-2 inch straps.
they come in all colors.
kevin federline is most commonly seen in a white one, haha.
there's a brand of them called lipsticks I think.

They are tee-shirts. They're the equivalent of a female tanktop/cami. Guys wear them. I'm not quite sure the reasoning behind the name though.
Unless of course you're actually referring to someone who beats their wife. Then it's just plain obvious.
