I was wondering how to get to second base with a girl. I mean does she have to like tell you to start touching her boobs or just like lead you into or does the guy just have to go for it and hop that it was the right time?

If she pushes your hand away, don't pressure her. If she doesn't stop you, then it's a single to go for it. Very few girls will go right ahead and tell you to grab her breast, so don't count on it.
