I don't recommend using the website if you don't pay for internet. Your bill will add up if you continuously use it. (My internet bill went all the way up to $60 just for ringtones alone).
About your activation code, it sometimes sends the text message, and sometimes doesn't. I tried resending it on my stepdad's phone, and just went to the address that it had on the text message on his phone. Just wait a little bit, and try again. Or try the next day.
