You don't have to resize it, necessarily.
You can, like Camille [WoahThereBabe] said upload to a hosting site:
And it will give you a URL of your picture.
Go to Profile settings: [Link](Mouse over link to see full location) and in the "URL of a picture of you" box- put the URL in- and it will show up in your column.
If it isn't the right size you want- then you can resize in Paint, using the "Stretch/Skew" option under Image- and you can just do 90% and 90% for the Vertical/Horizontal.. Don't do different numbers or your picture will be screwed up.
Just keep resizing until you get the size you want.

Upload the picture to www.photobucket.com or another hosting site. Then, copy the link of the picture , and go to profile settings> URL of a picture of you. Then paste that link, and save:]
You are all set! ]
I just copy and paste the pic I want to onto the Paint program on windows. Then I click Image in the tool bar above and click Stretch/Skew [aka Ctrl + w] and put it down to 50 or 30% ]
I used to have this problem!
First, resize it in paint to the size you want.
Then, upload it to tinypic.com
Copy the "direct link for layouts" code.
Paste it into "Url of a picture of you" section under profile settings.
Click save changes and there you go! =]
Good Luck!
