American Eagle. I got a really cute bag for school there and it was only $4! Check the clearance section, you might find some.
If not, try Target, Walmart, or Kohls.

Target & Hot Topic are my favorite places for bags. Places like Macy's, etc in the mall also have some.

Hollister, AE, Delia's, Walmart, Hot Topic, maybe stores like Forever 21 and Claires too. Lands End has good backpacks but they're boring-ish patterns sometimes.
