Running/jogging really helps me with my upper thighs since it tones them up while losing weight there. Also squats and lunges are extremely good for your thighs. Proper diet will also help, so if you eat healthy, like a low caloric diet with good foods like proteins, whole grains, and dairy it'll help you lose weight since it'll burn fat.

You cannot target weight loss. You can only target muscle gain. Eat healthy and excercise and the fat will go away. If you would like to tone it, try doing squats, jogging, or swimming. ]
