If you're younger than 16, probably not. I generally hate putting an age on this, but it really does hold true.

one is how long he's known you, some guys are able to fall in love with a person the day after they meet them tho this is rare, pending on the age of the guy, *the older more mature the male the less likely he is to fall in love with you quickly... unless boos is involved then he can fall in love with several people in one night*
the second factor is physical attractiveness and his confidence level, if both are quite high by a consensus of girls or guys if the subject is a homosexual then he'll most likely say he loves you and really only like you mildly. now on the other side of the spectrum a guy who is less than average in both respects is more likely to not say it for a while and then once he does will truly mean it
well those two things are the main factors on if they say they love you and mean it, there are a slew of other factors that go into a man loving a woman, or man if that's the way he goes so it's hard to exactly tell you if he is actually in love with the subject or not it's almost always a gut feeling that is shared by both individuals [ marccwind's advice column | Ask marccwind A Question ]
TheWallflower answered Monday June 25 2007, 1:26 am: Nope, the male sex is actually incapable of love. It's because their Y chromosome, the segment of DNA that determines that they are male, has a gene on it that prevents them from truly loving a female individual.
If you hear a guy say "I love you", it is a complete lie.
