whats a good workout to build up chest muscles and pecks.

Well good old fashioned bench pressing is very good. Flat, incline, barbell, or dumbbell, all the variants are very effective. Push ups can be pretty good too, but they can quickly become too light.

There are many ways to set up a routine. However, assuming the person is a beginner, start with 3 sets two or three times a week for 8- 12 reps or so. These should not be taken to failure (i.e. stop while you can still do a couple of reps). Then after a couple of months increase the intensity.
